I replaced my tramp (H16) and am wondering if the ripped old tramp is worth anything. there is a rip that is about 4 inches right where the tramp meets the thread/bead/edge of the tramp. Can this be fixed?

Yes & No....You already replaced your tramp, so you don't have to repair & save it; but it can be used for other things. I use my old tramp for protecting my hulls from rocks at the water's edge when I sail on our local lake (Lower Otay Lake). Also as a ground cover for my tent & to protect my bed liner in our truck on some occasions. Either find other uses for that ripped old tramp or else discard it, but I wouldn't repair it and maybe use it again some day on my H16.
