Is there a place in New Port where you can launch and reach the ocean?

Can confirm drive all around Newport I don't think their is a launch with ocean access, you have to get under highway 1 and it's only 20 ft

A number of the 505 dinghy fleet at Nepean Sailing Club attended a large regatta last year in Newport....and they all complained that from the launch site, it was about a 3 to 4 mile sail to get to the start. Google Maps tells me there is a Marina to the East of Fort Henry...anyone have local knowledge?
