I'm refurbishing an old 78 cat 16. the Delrin screw is breaking apart when trying to unscrew to appoint where I cannot free it. any suggestions on how to clear this out so I can replace the kit and the cam?

Very common. The screw is 3/4”-10. Use a 5/8” drill to drill out the plastic screw without damaging the threads in the casting. Then you can use a 3/4”-10 bolt or piece of threaded rod with a groove cut in the end to clear out the remaining plastic from the casting. When installing the new screw, coat the threads with grease to prevent seizing.
