Hi,
When I look at pictures of Hobie 16 races, I keep seeing one rudder in the horizontal position, is that for more speed and less drag?
Is that a racing technique?

Yes, yes... and yes!

Some pull one rudder up when sailing upwind... most do that sailing downwind. Better handling, less drag, more speed. Tougher when sailing up wind. Bigger chance of stalling the rudder when hard steering.
