I am not sure how to load a picture here to show you so I will try and explain.
The front edge of the rudder blade (thick side) is the leading edge.
So with the cat level / horizontal and the lower rudder pivoting bolt removed, angle / rotate the blade in its down most position to its max. You ought be able to rotate the blade so that the leading edge now contacts the lower inside of your lower rudder casting ... i.e. the max rotation possible. This is the position that I went for.
In this position you will see that the leading edge is almost vertical.
At present I am sure if you were to look at your rudder's leading edge, you would find that it is angled back. This is the primary cause of your weather helm. (I am also presuming that you do not have excessive mast rake which could also be a contributing factor).
