what is the best way to get your rudders looking new again

Same as you would do with the hulls. Repair scratches, nicks, etc. sand to a smooth finish and polish. If that doesn't make them better you may consider painting.

Are the plastic ones paintable.If yes what type of paint

I was thinking you had the fiberglass rudders. With the plastic rudders I've never tried or heard of them being painted. To make these look better use a strong cleaning agent after sanding.
