I don't understand that. Twenty years ago tickets would be issued as soon as some dummy tried to power load his boat. Now it's a regular occurence. The reasons for not doing it remain, it washes out the ramps, it's unnecessary since most of the time these idiots haven't backed in far enough, and it's unsafe, I've watched one of these morons get a running start, miss, careen off the trailer, and head sideways along the ramp.
