They are commonly known as "Upf$%ckers" - they allow the skipper/crew to raise the port daggerboard from the starboard side of the boat when rounding the weather mark in a race.
A key component of them (not shown in the rigging diagram) is the slot milled on the side of the daggerboard so the line that's attached to it can lie flush with the board when it's in the trunk. You could do this with a Tiger's boards, but you'd need to do some glass work and determine exactly where to mill the slot.
