The short answer is "yes", some water inside is normal. The kayaks aren't completely sealed. Depending on the conditions, you may have more or less in the kayak. If you're doing surf launches with wave crashing over it you'll have a lot more than if you are cruising on flat water.
That said, too much water inside can indicate a problem. If you have a gallon of water inside after a hour cruising on flat water, you probably have a crack somewhere. If you have half that much after all day in the surf, probably not an issue.
There are ways to improve how sealed the kayak is. Main culprit is the front hatch, particularly on the Outback, but water can leak in from a lot of places.
Generally, don't expect to put anything in the hull that can't get wet without it being in a dry box or bag.
Always a good idea to carry a bilge pump, particularly in open water. That way if you have an issue (like forget to seal a hatch) you have a way to get the water out.
