These are to lower and raise the rudder. First, be sure the rudder is not held down by a shock cord on the aft deck... used to hold the rudder tightly against the deck for transportation. Second, the line system has a shock cord "line return" system, so you have to pull enough to stretch this first and then the line starts pulling all the way to the rudder. You have to pull about 1.5 feet or so of line to lower the rudder. This should all be in the manual, but I'm surprised a dealer did not review the functions of the kayak when sold to you?
