What should be the starting positioning of fin so that it can be fine-tuned later? Should both fins be adjusted the same?

Mr. Miller, good info but not what I was trying to get. I don't need help in adjusting the cables, the area I was trying to identify was adjustment of outhaul block on the back edge of fins and should the fins be equal in this adjustment.

That is included in the data by roadrunner.

Basics?... set half way between loose and fully tightened. That will work just fine.
