Outback and sport rudder problems.

I have a Hobie Outback and a Sport.
On the Outback, the up/down lever is not working very well, but will still work (marginally).
On the Sport, the up/down doesnt work at all anymore. I tried adjusting the lines according to the instructions with no luck. with the rudder inbetween full up and down, I can manipulate it myself up and down and see the handle respond, however if I attempt to move the handle from full up to full down (or vice versa) it will not pull the line at all, it just stretches the bunge cord until the handle locks into place without budging the rudder.
I noticed that the plastic sleeve that the lines run through are falling apart, which makes me think that the line is getting caught on the sleeve thus not letting me pull it.

Any suggestions?

If the sleeves are falling apart, I would remove the sleeves. And see if it corrects your problem... YOu are going to need to replace the sleeves anyway. So see if it is your problem... Good luck.
