Can you put HD wheels on a Hobie Trax 2 -30 cart frame or is axel to long? Would it be worth getting two hd wheels to go on different surfaces and switch wheels ? I know probably have to put some sort of spacers on axel to allow for tire width difference . Maybe a shorter axel for Trax 2-30 is the axel a quick change ? Trying to avoid getting two carts.

The Axel is too long. You can, but the narrower wheel will have to be held in place somehow. Rubber tubes as spacers maybe.
