 Post subject: Cleat or not?

I just recently bought a 2nd boat. My first 18 had a cleat with pulleys attached to the bottom of the mast, which made life a little easier, when raising my main. It worked pretty well, but it did cause some unnecessary chafing of the rope, from rubbing against itself in the pulley system. My second boat does not have this feature. Do people generally install these things?

Never heard of cleats for the main halyard. Sail should go up smooth no cleat needed. There should be one pulley at base of mast allowing halyard to make a 90 degree turn and exit mast at the base.
