I really hate to scrap it.
I have the rudders and tiller arms replaced and the dents in the hull are pretty minimal.
Made a double ended tiller arm with gray 3/4 inch schedule 40 electrical conduit and a flex connector. Capped the ends with PVC pipe caps to seal it up. Saw this someplace and I believe it will work great unless you like doing the tiller arm flip when tacking. I'll look for the link in case someone else is interested. (

BTW one of the rudder new rudder pins that I inherited had to be drilled for the bottom cotter pin. Looks like people have been rolling their own and not pinning both ends.
