I have a 1985 Hobie 16.

What hardware connector do I use to connect my 2 jib sail ropes to the Jib Sail Clew Plate? Would I use a Bell Shackle?

Yes, also called "bow shackle". Hobie part no. is 10870000, it is a 4.7mm (3/16") dia pin bow shackle. Any reputable brand will work if you need it now. People have also used snap-carabiners. There's also a couple quick-pin setup that Hobie sells: one is a captive turn shackle (Hobie part no 92870000) the other is a ball-lock pin with lanyard (Hobie part no 3062). Your Hobie dealer can get these for you.
