Both the downhaul and the jib halyard adjustment can be more trouble than they are worth. Sailed upwind more than a few times with the downhaul loose.
Matt just loves to be a tweaker. :D
I'm not convinced the halyard adjustment will make much differance.
First, I will need to get better than average.

I find the cam cleat for the jib halyard more of a convience item then a racing option.When I am lowering the jib,I will lower it enough to release tension on the jib tack shackle,then I will cleat the halyard while I am undoing the shackle to free up the tack.
