Looking at buying a 1979 16. The mast, tiller bars, tramp frame, etc... are black on the boat. Most older boats I've seen are unpainted. Could this be original or most likely repaired?

I've got a 79, at least most of it is a 79, and it's the black anodized aluminum. The bare aluminum was standard and the anodized was optional. The anodized aluminum supposedly holds up better in a salt water environment.

I'm pretty sure it's standard on all the new boats.

I think the difference is not that one is painted / anodized, I am pretty sure they are/were all anodized as far as I know. Perhaps the VERY early ones were not. Either way, they may have started off clear anodized, then later (late 70's?) went to black, then clear in mid 80's, then black again(current). Example: My uncle's ~81 14 was black anodized, my 85 14T was clear. My Wave is all black.
I don't think there is any difference in corrosion resistance, just the dye they use in the process.

Bob,

I owned a '75 H16 that was black anodized. It's been optional at least since then, maybe earlier.

More importantly, is the boat sound, and do all the parts fit/work together? The specs on H16s haven't changed much over the years so swapping parts is not unusual.
