What are the effects of too much or too little rudder toe-in? Also where is the best place to measure? I'm thinking near the bottom somewhere since the leading edge at the top is a lot thicker than the trailing edge which may tend to introduce error during measurement.

Go back to the Hobie cat forum Index and select "hobie sailng FAQ" Matt Miller has wrote a tread on Ruders. This should help.

Doesn't really answer the question. What are the effects or symptoms of misalignment? Excessive helm....excessive drag...what exactly? I played with mine for half an hour but could only get within 1/4 or 3/8 inch or so. 1/8 inch doesn't seem very forgiving considering all the slop in the H16 design.
