Is this beneficial? Does it effect the jib and working room for the top?

What do you mean by "working room at the top"?

It is beneficial as it reduces tension in the mast, moving some (1/3 I think) of the rig tension out to the forestay, so the mast rotates easier, which helps tacking.
All the new boats have it as well, so there's that, too.
