Do I need to keep the boat tilted all the way back so the hulls drain? I used to do this with other boats, but the hulls on the 16 take a large angle to store like this.

Depends on how long you plan to store them and what kind of humidity levels you have.

Long times (> a month or two) and higher humidity would allow more condensation to build up. A little is not a big deal. A couple of frozen inches in the hulls can be a problem.
