If the boat's been painted, then the HIN may have been filled in or sanded off. The engraving's not very deep.

Directly behind the rudder was the key. I was busy looking at the exposed portion of the transom thinking this should be easy.
Looks like I am the proud owner of a 1974 Hobie 16. Built the same year I graduated from High School (oooops). See, if I were an active sailor in high school, this would have been a brand new boat. So it looks as if I am "Period" correct.
