I like to think of myself as a pretty mechanically minded guy but this thing has me confused. I understand the shock cord set up but the simple part of tieing off the the rear of the hull has me baffled. The instuctions state:
"tie off or splice the end of the 1/2" line to:
a. (upper) rudder pin; or
b. the 5/16" line ancored in a 5/16" hole in the transom deck lip."

lets start with "a"... where exactly would you tie to the rudder pin? I don't see anywhere that you could attach it that it wouldn't bind or interfere with the rudder usage.

to go with option "b" where do you drill the hole? In the lip to the inside of the rudder pin hole?

I'm sure i'm making this more difficult than it needs to be. Thanks in advance for your help.

The best way to do either option is to tie/splice a 12" piece of 1/8" line to the end of your righting line. Use a sheet bend knot:

Option A (tie around the rudder pin) - there's usually a space under the top rudder casting pin lug where you can loop the small diameter line through and tie a bowline. It doesn't really interfere with steering, but because the line's in a "working area" - it will fray. You need to keep an eye on it and replace periodically.

Option B (hole in the deck lip) - the small hole can go pretty much anywhere, as long as it's not too close to the hull (leaks). When I used this system, the 1/8" line was through a slightly larger hole about 2" forward of the outboard transom corner. Just tie a figure eight knot under the desk to secure. No worries with wear as long as you smooth the edges of the hole.

5/16" might be overkill but 1/8"....really? I don't know that I would be confident trying to right my boat with a batten tie.

1/8" is considerably larger than batten tie line. 1/8" (3 mm) Amsteel (Dyneema) has a 2,500 lb breaking strength. Even plain old 1/8" polyester prestretch has a breaking strength over 650 lbs.

I had a setup like that for 15+ years (with 1/8" polyester line) and never had a problem with the small line breaking.
