I have drilled out a broken tiller end cap (10400010) and have the replacement part. There are no holes in the replacement to rivet. Do I just drill the holes and rivet or is there another method to attach replacement end caps?
And a related question. on the other joining arm there is a screw that allows that end cap to be adjusted in and out from the tube. The screw keeps loosening up. If I don't keep an eye on it, the joint assembly will come right out. What is the best way to keep it from loosening?

Replace the nut with a nylon insert, self-locking nut.

In a pinch, you could double-nut it, but a self-locking nut is best.

Yes. Line it up properly and drill it out with a 3/16" bit. Pop a new rivet and go!
