Hobie 16 Registration in RI and CT

Does anyone know what the registration requirements are for an H16 in RI and/or CT? I've seen some boats with registration numbers on the hulls, but many more without. Can't find conclusive info one way or the other. Any info is appreciated

I have purchased used hobie cats from both RI and CT (14t from RI and 16 from CT) Neither boat had any registation numbers and purchase was with a bill of sale and no title.
So anecdotal evidence is no registration required.

In PA, we have the option to register or to get a launch permit. I noticed that some surrounding states would recognize PA registration, so it seemed easier to register if I planned to sail in multiple states. Not sure I was right, but that was my logic.
