Both rudders on my 73 H16 keep popping up every time I hit a weed patch or even a moderate puff of wind. Both adjusting screws are all the way in, and we've replaced one of the plungers (the other one still has the old style with the loose ball).

Does anyone have any suggestions on how to tell if the problem is stemming from worn springs, cams, or something else?

Its a definite possibility. I had the same issue with mine. When the springs are compressed, they eventually lose their..well...spring. And you lose their adjustability.

Its an inexpensive repair, so I would just do it.
