Can you replace the pulley in the front corner casting in a Hobie 16? The pulley is integrated in the casting. Looks like a long rivet holds the pulley in place in the aluminum casting. I'm hoping I don't have to replace the whole, really expensive casting just for a plastic pulley....

Yes you can. The sheave and rivet are sold separately and IIRC it's a special long rivet. My casting was mis-drilled (crooked) by the factory so I needed to go in and try to fix it, hence I know about it.

From P. 52 of the parts catalog:
*FRONT CORNER CASTING
JIB TRAVELER SHEAVE
SHEAVE 20132031
RIVET 8011251

And P. 64:
8011251 RIVET 3/16 x 1-1/8 PH-AL
(Not sure about the PH, but the AL means aluminum.)
