Does anyone know if the line lengths have changed over the years since a 1980 Hobie 16? Need new lines for a 1980 Hobie cat.

You can use the currently suggested line lengths and diameters.

Shown in the guide: https://media.hobie.com/digital_assets/USA_H16_Parts_Guide_.pdf

Make sure you get the correct length jib halyard, there two versions- the original and the Aussie. The lengths for each are quite different.
