I've had several Hobies with comp tip masts and rope halyards. My current boat has an aluminum mast with a wire halyard. Why are there two slugs on my wire halyard? Is the lower one (farthest from the mainsail shackle) supposed to slide inside the sail track? If so, why? I usually try to tie my halyard away from the mast when not in use so the neighbors don't have to hear it slapping all night. This is a problem when the lower slug runs itself inside the sail track.

It is used for reefing the main sail.
Yes they should both be in the track.

As for the clanking, wrap the jib halyard around it and cleat it off.
