I set the rudder toe-in on my '82 H16 and now the adjustable end caps on the crossbar are over half way out on both ends. Is that typical? I had another H16 several years ago and I remember barely being able to see the slot in the adjusters. The boat seems to sail okay and I'm getting very little helm. A friend of mine suggested I might have a H14 crossbar. Anyone know the nominal length of a properly adjusted H16 crossbar?

Maybe the tiller arms are on the wrong side? swap sides?

The difference between the 14 and 16 tiller crossbar should be three inches.

It is typical for the adjustments to vary from all the way in to all the way out. Depends on the year model of the parts, the bend of the tillers and some other factors. If the rudders are set up right... don't woorry about it.
