I’d like to get access to the inside aft of my Outback to install an anchor trolley.
Can I just remove the rudder pulley cover without affecting the rudder action to get behind the hull?

No need ... just use wellnuts. Watertight, solid connection and everything installed from the outside. My Hobie anchor trolley kit came with them but you can order them online if using a 3rd party trolley.
