I have a 2020 outback and sometimes when I load my kayak and the loading block slips, my kayak puts pressure on the rudder and it loosens the rudder lines. Then I have to unscrew everything and retighten them. No matter how tight the screws are it does this. Anyone else have this problem?

That would be putting a lot of leverage on the rudder so yes, it's going to pull hard on the lines.

Rather than try to "fix" the rudder lines, I would look at your loading technique to figure out a way to stop it happening. Because eventually you may get rudder damage.
