I've been told a cleat on the front crossbar for a line running from the Forestay is class legal. What type/make of cleat is being used there?

V, clam and cam. Cam works best. If you forget to uncleat with a V your line is toast.

Just make sure that the cam or cleat is appropriate for the line you intend using.
