Rudder issue Pro Angler 12 2016

Can someone please help me? I just bought this 2016 used and the first time I took it out. The Rutter mount snapped and I ended up replacing it. I took it out again and I continue to go in circles. The steering will not work at all. I figured out that I had to put the sleeve back where the rudder mount goes up into the kayak and the drum attaches. Now I’m that pen that comes up through the kayak. There’s a hole in the end of it and the drum goes onto it and then you threaded your screw on the top. Is there a pin or something that goes into the Rutter mount that comes up because even after I fixed all of this, I’m still not able to steer. The steering handles are turning making the drum turn but the rudder will not move. Thank you.
