All

It is always hard to put the Cat trax under the boat in the right spot under the boat by myself

Has anyone tried a pulley system?

Can the pulley system used to govern the main sheet, be used to tie one end around the cattrax and one end on the bar and pull the rope under?

Using a pulley system can really assist in positioning the Cat trax, especially if you are working alone. You could set up the pulley similar to how you handle the main sheet on your boat, but it is important to configure it so that it provides proper angle and leverage.
