Very true. I got a chance to see one of the SL16s at the ABYC multihull clinic. I was not too impressed, in all I think the designers forgot some very important simple things in the rigging.
IE no real Jib Halyard ( We had to capsize the boat on the beach just to adjust jib tension), Foot of the jib ties to the spinnaker pole, wouldn't have been to hard to add a shackle attachment point here.
Coupled by the fact that you will not see these in many other mainstream events, besides limmited ISAF youth events, does not make this, seem to me to be a good choice for a youth boat.
One of the strenghts of boat like the H-16, is fleet races during the season, and the wide range of competitive skills in those events.
