I've come across similar rescue setups in some coastal towns to, those forward-facing rowing systems seem pretty efficient, especially when speed and visibility are important. The Bravo hull does seem like a good candidate for repurposing into a rescue catamaran with a stand-up rowing configuration. I looked up a few of those Italian lifeguard boats and noticed they often use a sliding seat or fixed seat, depending on the design, and the oarlocks are mounted pretty far forward.
