My dealer recently installed a new rudder on my TI. Before I went to pick it up he said he had to contact Hobie to determine why the "up" line would not lift the rudder. Hobie said that this was normal, and that before it leaves the factory they usually file down the notch that holds the rudder in place. This is the notch that many here have noticed the rudder not seating in properly when down. (I wouldn't think filing this area would cause the other problems noted on the forum.) In any case, I asked the dealer to leave it alone thinking maybe this would actually be better given some of the possible problems, although a little inconvenient pulling the rudder up. I decided I could file the extra plastic myself later if I thought it better. After playing with it on land, I've determined that as long as the rudder is not tensioned with the down line, a very small amount of force applied directly to the rudder moves it out of the notch. The rudder up line can then easily be used to lift the rudder. I'm hoping that this very small amount of force could be the water with a little forward movement, and therefore I don't have to go for a swim to lift the rudder.
