Help please with replacing rudder down line

Hi I need to replace the rudder down line on my AI 2010 it does not go back into the tube when you release the down handle , with time the black line covering started to peel off (because of the teeth on the cleat lock mechanism) so its prevents the line from retracting back inside the boat . I need help on how do do this .
