You guys could likely answer this quickly. On my TI there is a short bungee cord on the port side just fore of the handle. My best guess is that this is to secure a paddle when the amas are off and you're in regular kayak mode. Please let me know if I'm on to something. I can't imagine what else it could be for.

Yep that's what it's for, on our TI there is a paddle bungy in the rear compartment on the right side, then another one on the left side in the front compartment.
I think we are required to have paddles on board (at least that's what I was told anyway), I always have one strapped to the side (handy place to keep it), though I don't recall ever actually using it ( lol).
