Pro Angler 12 2016 Rudder question

What is the pin called that goes into the hole on the top of the rudder bracket? That pin also goes into the bottom of the rudder drum. I have taken my used kayak out four times and have had an issue every time. First the rudder mount snapped in half. Replaced it. Then the sleeve the rudder mount was in- I lost it. Cool replace all that and boom. Now I use my steering handles- my drum turns as it should but the rudder does not move. All string appears to be good. I watched videos and there’s a pin through the top of the rudder mount - almost holding the mount from falling through(without having the drum connected) I am missing that pin and can’t find it anywhere! Any help would be super appreciated. Thank you for reading and taking the time to help.

Here are all the parts going into the rear rudder assembly. This is for a post model year 2013, PA-14 but the PA-12 uses the same parts.
