There may be a way to mount a backing plate inside the hull, even in an area that cannot be reached. Any of us who have ever installed an aftermarket hitch reciever, or have built their own boats (installing steering pulleys and such) have had to deal with this crap.
Easiest way is just make up the backing plate up with threaded holes, make sure everything lines up of course. Then run either fishing line or lawn trimmer line (what I typically use), from the outside thru the outside object (lets say a mounting ball), then into the hull, eventually you get enough line inside so you can reach in and grab it and pull the end out the nearest access opening. Now run a second line thru another hole and repeat. Now run both lines thru the threaded holes and tie a nut or something onto the end of the line (or a big ole knot) so the lines can't pull thru the threaded holes. Now glob some silicone onto the inside surface of the plate (double stick foam tape also works). Now pull on both lines and drag the plate into position inside the hull, try to line up the holes to the opening as best you can before pulling tight. If using silicone you then just tie the thing in place until the silicone sets up (overnite), or if using double stick tape just pull it tight. Once set just snip or drop one of the lines and put the bolt in, then repeat on the other bolt. Easy peasy. FE
