Unless it was molded in (which it isn't on a PA), your only option is to add rod holders for the area from the seat forward. I like the Zooka Tubes and have ordered them again for my 2015 PA that I am picking up tomorrow. I did notice that these tubes do not have left side/right side arrangement and are only made one way for a spinning rod. So if you look closely, you will see that I cut out an additional slot on the opposite side.
This allows me to mount the tubes on either side (either tube inside the post facing forward or outside the post symetrically). I really like these tubes as they allow you to lock the spinning rods in by simply rotating the rod and dropping the reel shaft in the slot. They work great for trolling!

I understand your concern of being stolen. If I go somewhere where it's not secure, I remove everything and put it in the truck.
