My local club has some Portsmouth handicap races that I may try next year. On the US Sailing website, I see a table with some changes listed, like a jib, which adjusts the number assigned to your boat. They also mention 'other adjustments' that can be assigned.

How does that work? For example adding a traveler to a Wave. Do you just declare it when you enter, and they figure out a multiplier for you?

That's pretty much how it works.

The Portsmouth handicap system is suffering due to lack of data collection / updating. The person who used to do it passed away several years ago and no one has stepped up to take her place.
