Is there a way? i tried everything including the powerwasher. we will not speak of that again. But is there a way to get the soiled spots clean?

Take it off the boat. Run some water on it and use a bit of EZ Off oven cleaner and a scrub brush. Wear eye protection, gloves and appropriate clothing.
