I would guess it something used to secure either the boat to the trailer or mast to the boat during transport. What the hell is that 1/2 up the mast?
I was just in NAPA too, I should have checked it out.

First of all, I want this boat!!! I have seen it on Ebay. I would say that the thing on the rear crossbar is something to secure it during transport.
The thing on the mast looks like a basketball goal in the background that amazingly looks attached to the mast.

That is an outboard motor mount. Notice only one porthole behind the crossbar, gas or battery storage. Most likely a basket hanging off the dolphin striker as well. That unit replaces the transom attachment on most small outboards. Could be gas or electric powered outboard.

Hey Xander... That's how we do it here in SC as well, but I think I've seen this bit before. It's a motor mount that is missing the piece where you actually put the motor.

What's with the wings on this boat? I am not familiar with the rear wing arm going down into the rear hull like this.

Yea, those look like 17 wings. Certainly not magnum or sx. Might be just backrests from a rotomold boat.

Those are standard issue hobie 17 wings. All hobie 17s have them. The bracket on the rear crossbar is a "Cheata" brand motor mount. The arm is detachable, and I'd guess is in the sailbox somewhere.
