New to Hobie 16 sailing. Found this along with other parts in a goodie bag the seller gave to me for a 1980 Hobie 16.

Also had a $150. roller furling mechanism he never used but I went out and bought jib battens. Which do you think is better for a recreational novice sailor? (roller system or battens)

Sorry the picture never got through.
Checked with Murray's and it is a boom vang, no longer used or needed.
YAY = one less thing to deal with.

I would sail with the roller. It can come in handy in tight situations, where if you use the jib with batons you could get yourself in trouble in a tight spot.
