Some guys use the strap and some guys don't. It definitely helps keep the halyard clear of the jib battens. With the caps, you should be able to make your mast watertight. Definitely lube them up with silicone. Make sure that the rivet caps are installed directly onto the mast- under the hardware. Some guys put them through the holes in the hardware and I've seen them work loose. A super trick way to do it that I've seen more frequently lately, is to install a small cheek block instead of the strap.
