I've purchased a used Outfitter and upon inspection at home, found 2 long tapered foam insert loose in the hull. Where do they belong? Do you have a diagram for all supports in the Outfitter? Thanks.

They are not structurally placed in that model. They are for secondary flotation in case the hull were to flood.

So standing to fish won't be an issue (support wise) or should I throw some blocks in the hull just to be safe?
