Is it safe to drill in the red or black highlighted areas on the linked picture? I’d like to install two railblaza starport hd mounts in this area to install yakgear outriggers but I’m not sure where the cables run through these areas.

Always best to get an inside view before drilling. Sometimes, even if there is no cable or hardware at the desired location, there will be a ridge or protrusion from the mold.

I bought a cheap collapsible selfie stick for just this purpose. It has a separate remote control button to tell the phone to take photos. I maneuver the phone around inside the hull and use the remote button to snap photos or just record video. If the wife is around, I borrow her phone and use facetime between the two phones to view live video as I move my phone around in the hull.

This is an "autopsy" video of an Outback which show the "innards" of it. Note the Compass has only cables on one side (the left) for steering. Hope this helps.
